Collusion

Collusion with the PoH generator A verifier that is colluding with the PoH generator would know in advance when the invalid hash is going to be produced and not vote for it. This scenario is really no different than the PoH identity having a larger verifier stake. The PoH generator still has to do all the work to produce the state hash.
